	Access to the Information Society for deaf and hard of hearing people European conference, Brussels, 25 February 2004 A stakeholder conference on the development of an EU-wide strategy to ensure that people with disabilities, particularly deaf and hard of hearing people, have improved access to electronic communications networks, services and terminals is taking place in Brussels today. The conference is organised by the Royal National Institute for the Deaf (RNID) and is supported by the European Commission. To enable people with disabilities to make the most of new services and devices, such as third generation mobile telephony, digital TV, and on-line services, Europe needs a coherent overall policy, defined with the help of users. This should address regulation, research and standardisation. This conference will be a contribution to the follow-up to the Commission 's action plan for people with disabilities (see IP/03/1482 ). Results from this conference will help to shape a European accessibility policy.
27.02.04	Dead air for the deaf The federal government has set aside money to caption television programs since 1959, and it spends about $12 million a year in grants to make shows accessible to hard-of-hearing people and also to provide video descriptions for the blind. In October, the U.S. Education Department, which oversees the grants, summarily announced that it was cutting the money for captioning and pulling the feature for about 200 programs. The department said the programs did not satisfy congressional standards that target grants for "educational, news and informational" programming. The department would not disclose what criteria it used to make the decisions and also would not reveal the identities of people on a five-member panel who made recommendations. Advocacy groups for the hard-of-hearing and blind were not consulted.

26.02.04	Moderne Kommunikation schließt Behinderte oft aus Gehörlose und schwerhörige Menschen profitieren bislang nur wenig von den Errungenschaften neuer Informationstechnologien. Mobiltelefone können ihre Lebensqualität sogar negativ beeinflussen – zwischen Handys und bestimmten Hörhilfen gibt es oft Interferenzen. Ein anderes Problem sind die unterschiedlichen Frequenzen in den EU-Mitgliedstaaten. Ein Hörgerät, das auf einer genehmigten Frequenz eines Mitgliedstaats arbeitet, aber nicht eines anderen, ist in der Praxis keine Hilfe. Auch die Nutzung von Internet, digitalem Fernsehen und anderen Hightech-Diensten bleibt für behinderte Menschen schwierig oder unmöglich. Diese und andere Probleme, mit denen behinderte EU-Bürger täglich zu kämpfen haben, beschäftigt heute eine Konferenz der Europäischen Kommission und des „Royal National Institut for the Deaf“ (RNID) in Brüssel. Ziel der Konferenz ist, die Entwicklung einer europäischen Strategie voranzutreiben, die auch behinderten Menschen die volle Teilnahme an der Informationsgesellschaft ermöglicht. Sie ist Teil der Folgemaßnahmen des Kommissions-Aktionsplans für Menschen mit Behinderungen – „eEurope“ .

Gavin Dean, a second year student at Suffolk College in Ipswich, has Usher syndrome - a genetic condition whereby someone is born deaf or hard of hearing with deteriorating sight. In April he will set off from Greenwich with his younger brother Matthew, 20, who also has Usher syndrome. The pair will be running and raising funds for deafblind charity Sense. "Having Usher syndrome means that our eyesight and hearing is deteriorating. That makes life hard for me and my brother," he said.

19.02.04	International youth organization awards grant to local boy for hearing devices An Abilene area family recently received a little extra help to provide their young son with an opportunity to hear. Ron and Teresa Heller of rural Abilene were presented with a $2,050 grant from the Hearing Impaired Kids Endowment Fund (HIKE Fund) to help provide hearing devices for the Heller's 19-month old son, Lucas, last Wednesday during a special presentation by Kansas Job's Daughters members at the Abilene Masonic Temple. Danae Mason of Wichita told those in attendance the HIKE Fund was founded in 1986 as a means of providing hearing devices for children up to the age of 20 years of age. The fund is the International Order of Job's Daughters international charity project and Job's Daughters from the United States, Canada, Australia, the Philippines and Brazil raise money for the endowment fund.

19.02.04	Statement by National Council on Disability on Captioning for Television Programs WASHINGTON -- It has recently come to the attention of the National Council on Disability (NCD) that the U.S. Department of Education ( news -web sites ) (ED), effective October 1, 2003, determined that almost 200 television programs are "not appropriate" for captioning. ED apparently based its decision on the IDEA '97 regulations, construing them to require a narrow unpublished definition of "educational, news, and informational" programming. It appears that ED arrived at its significant new regulatory interpretation without the benefit of public comment. This decision by ED not only unnecessarily excludes 28 million deaf and hard of hearing people from accessing programming that is available to the general public, but it also will adversely impact millions of other Americans, including those who utilize captions to learn English; children who are learning to speak; as well as public establishments such as restaurants and health clubs across the United States whose patrons use captioning in noise-filled environments. This diminishment of universal access runs counter to the many positive accomplishments of the Administration.

Critics argue that the programs were rejected on moral rather than educational grounds. According to Kelby Brick, director of the National Association for the Deaf's law and advocacy center. “Basically, the department wants to limit captioning to puritan shows. The department wants to ensure that deaf and hard-of-hearing individuals are not exposed to any non-puritan programming. Never mind that the rest of the country is allowed to be exposed.“There also seems to be a narrowing of the definition of what counts as educational to include only news and documentary programs -- not dramas or comedies or cultural programs. Here’s a complete list of the programs impacted by this decision. The National Association for the Deaf is taking a strong stand against this decision, calling it censorship.

I was fascinated to learn that there was a Helen Keller Institute for the deafblind in Mumbai, the city formerly known as Bombay. It was here I met Akhil Paul, Director of Sense International India. Tai Lihua is able to reinterpret life with her elegant beauty and graceful movements through the special art of dance. Currently, the best captioning technology offered by some movie theaters is Rear Window, a scrolling LED display mounted at the rear of the theater that displays mirror-images of the captions already embedded in Hollywood films. Hard-of-hearing audience members watch the film through transparent reflective panels mounted on the chairs. The panels reverse back the caption displayed on the LEDs and create the illusion that the text is superimposed on the film. Rear Window captioning may not alter the moviegoing experience for the hearing audience, but it's certainly not the most elegant solution.

Advocates call it a powerful tool to help children who are deaf and hard of hearing to learn to read more quickly.

06.02.04	Singend von Haus zu Haus Kinder singen für Kinder Die Sternsinger bringen nicht nur den Segen für das eben erst begonnene Jahr, sondern sammeln jeweils für einen guten Zweck. Mit der diesjährigen «Missio»-Sternsingeraktion wird ein Zentrum für gehörgeschädigte Kinder und Jugendliche in Butare unterstützt, in welchem 157 Kinder untergebracht sind. Viele dieser Kinder und Jugendlichen werden durch ihre Hörbehinderung zu Aussenseitern. Im Zentrum von Butare erhalten sie Gelegenheit, die Schule zu besuchen und anschliessend eine Berufsausbildung zu absolvieren. Baxter School for the Deaf that she had to have surgery for a broken tailbone. That was just one instance of the abuse Leith says she experienced while attending the state school for the deaf from 1948 to 1960. The mistreatment began when she first walked in the door of the school - then called the Maine School for the Deaf - at age 7. A teacher would slap her across the mouth with a ruler whenever she spoke French in class instead of English, hitting her so hard that her lips were cut and swollen. But French was the only language Leith knew because that was what her family spoke at home in Biddeford.
